Job Overview
PatchPlus seeks experienced targeting professionals and instructional systems specialists to support the Joint Targeting School (JTS) at Dam Neck Annex, NAS Oceana, Virginia Beach, VA. JTS is a Joint Chiefs of Staff (JCS) J7 schoolhouse delivering operational-level targeting training to Service, Interagency, and Allied personnel worldwide.
Curriculum Developer designs, develops, and maintains online and classroom training curricula for the Joint Targeting Staff course and subordinate JTS programs, IAW MIL-HDBK-29612 and Bloom’s Revised Taxonomy, via NIPR/SIPR Microsoft Teams LMS.

Responsibilities / Duties
- Maintain, convert, and modify existing distributed learning modules using the government-provided LMS
- Design and develop online training modules
- Produce storyboards, design documents, and courseware for beta testing; coordinate in-progress reviews and beta testing cycles prior to final delivery to the Course Manager
- Update and develop classroom course materials, including instructor guides, student guides, visual aids, graphics files, and instructional support materials
- Develop and revise test items aligned to Bloom’s Revised Taxonomy to ensure student knowledge and skill progression meet training objectives
- Provide curriculum development expertise at recurring curriculum review meetings and recommend improvements to course materials
- Organize and maintain all finished products, working documents, and supporting files on JTS information systems per COR direction
Requirements
- U.S. Citizenship
- TOP SECRET/SCI security clearance with NACLAC in-scope within the last 5 years
- Bachelor’s Degree or least 4 yeas of applicable experience
- Demonstrated success in three (3) or more of the following operational areas:
- – Minimum 4 years’ experience in joint training
- – Knowledge of Joint Doctrine and Chairman’s Instructions/Manuals
- – Experience designing and developing interactive web-based and blended learning courses
- – Experience with eLearning and courseware authoring for web-based training development
- – Minimum 3 years as an Instructional Systems Designer developing complex interactive courseware
- – Minimum 3 years eLearning practices and technology strategies in a military training environment
- – Minimum 3 years experience with Learning Management Systems (LMS)
- Expert proficiency with Microsoft Office Word and PowerPoint; working knowledge of Adobe Acrobat DC
Preferred Qualifications
- Graduate of one or more Joint Targeting Staff Courses
- Joint Staff, Combatant Command, or Service component targeting staff experience
- Familiarity with NIPR/SIPR Microsoft Teams LMS or equivalent military LMS
- AIM (Authoring Instructional Materials) tool experience (Curriculum Developer)
- Experience managing or supporting a DoD qualification or certification program
- Experience with CJCSI CDE, CA, and/or DoD Weaponeering Guide
- SharePoint experience
Additional Comments
- Offers contingent on successful contract award.
- Start date on or about 25 September 2026
- Must be willing to sign a Contractor Visitor Group Security Agreement upon award
