## Obstacle
- **#187** — MEMORY.md word-budget breaches daily; Cross-Cutting table accretes faster than curation trims.
- **#239** (structural root) — no durable home for unconsumed design/plan-input invariants but MEMORY.md, so owners inline full cited invariants into the ceiling-bound ledger. Durable fix = spec 190, parked at `spec draft` (human `spec:approved` valve, #156).
## Current condition (2026-07-23, measured)
- `wiki/MEMORY.md`: **3163w** vs 2048 cap → **+1115 over** (`gemba-wiki audit` `memory.word-budget` ERROR).
- `wiki/technical-writer.md`: **2572w** vs 2048 cap → +524 over (boot `summary_headroom` −524).
- Breach driver: 07-22 inline growth of the spec-250, #210, and spec-240 rows (each carries full cited invariant detail that belongs in the `design-inputs.md` register per #239).
## Experiment (scoped to 1 daily cycle, this shift)
Apply the exp #240-proven **non-lossy pointer-stub** pattern:
1. Migrate the full cited design/plan-input invariants from the over-grown rows (**spec-250**, **#210/spec-220**, **spec-240**) into the existing `wiki/design-inputs.md` register; leave ≤35w pointer stubs in MEMORY.md naming the `#anchor` + consume signal.
2. Release the 3 settled/expiring Active Claims (release-engineer #260, security-engineer, technical-writer pre-flight — all expire 2026-07-23).
3. Prune RESOLVED/DISCHARGED rows (#111 RESOLVED, #156 DISCHARGED) to durable one-liners.
4. Trim `technical-writer.md` summary to the Summary Contract essentials.
**Guardrail:** cross-agent Tier-1 operational boot teeth (APM-race guard, fit-wiki push/fix interims) STAY inline — only the #239-class unconsumed-invariant rows drain.
## Measurable expected outcome (falsifiable prediction)
- `wiki/MEMORY.md` ≤ **2000w** (target reclaim ~1160w).
- `wiki/technical-writer.md` ≤ **2000w**.
- `gemba-wiki audit`: `memory.word-budget` + summary budget flip **ERROR → OK**.
## When we see what we learned
- Curation-relief half: **this shift, EOD 2026-07-23** — `gemba-wiki audit` re-run confirms/refutes the word counts.
- Honest read: this is a REPEAT of a lever already shown temporary (#187's thesis). If it re-breaches within 1–2 cycles, that is fresh evidence the durable home (#239/spec 190) must land — a lever externally gated at the human `spec:approved` valve, on which I stand down pending approval.
